Why would “Coast Guard Helps Clean Beaches” be in Breaking News in local paper?

Not knowing how to contact them with a question_since I can only see the “comment on this” section_I’ve wanted to question it in Yahoo. Especially since it has worried me for couple of days now having seen small caravans of military vehicles in part of Miami Dade County. But on the opposite side of the county, and not where could be expected, which should be near a base. One was during daytime, and the second past 12:30 at night.

I could be considered “paranoid”, but I find it all so odd, especially since the city they went by has no real expressways, highways, etc., and would only deviate them from those. Also, can someone tell me if the Coast Guard ever dresses like that, like soldiers?
